Adding a TUNABLE to not email people that have been CCed is a nice idea, as most
email clients will reply all, and even then it's a good practice to directly
email the replier of the message you sent, so if the mailing list server goes
offline that other user is still able to receive the email.
This TUNABLE could be called noemailemailedusers.
NOTE: This TUNABLE would still send the emails back to the sender, so they can
verify that the mailing list software received them, and also because there is
alredy a TUNABLE to stop emails from being sent to the poster.
