If

- a mailing list is moderated
- and modnonsubposts is activated
- but the moderator fails to moderate
- and nosubonlydenymails is disabled

the sender should be informed about the moderator failing to moderate after the message gets removed from the moderation queue. This should be the last action happening, i.e. if I filter out spam with the access file (checking for X-Spam-Flags: YES), there should be no notification, of course.
