[mlmmj] new tunable request: modonlypost

Hi,

I've a request to make:

there's a tunable called subonlypost, allowing only subscribers to
post. But I want to limit this to just the moderators.
For now I do this by adding every moderator to the file
control/moderators and also to the control/access file.
Meaning I always need to change 2 files when changing the list of
moderators, and believe me: the access file is often forgotten ...
